Is there a way to use clicks to cue a piece of animation?

    A client I'm working for would like things to cue on click (like in old school powerpoint) for a project i'm working on.

An example being - a bear must pop up when an actor says a certain phrase.

Is there an easy way to do this in AfterEffects or Premier Pro?

do you mean to make it interactive for a live presentation? no, not Ae or Premiere do interactive BUT you could render mp4 and use them in a software that creates slideshows. even with power point. here's an example: After Effects + PowerPoint on Vimeo the instructions are in the comments.
