Try using File >> Save for Web

You should be able to adjust size/quality and see a preview before saving.

It's still there, but now tucked away under the Export heading in the File menu.

Which you can also use. The new Export module ("Export As") is intended to replace Save For Web, which uses outdated code.

Either way, the problem is very likely excessive metadata. There are numerous posts about this. Export/SFW will strip that out.
