Moving from PSE 14 on one PC to Lightroom on new PC

How can I transition a PSE 14 catalog residing on one PC to Lightroom on new PC that doesn't have PSE 14 installed.

In the back of my mind, I seem to recall that for this Lightroom task to work, PSE has to be installed on the computer.

Advice: in order to perform this task, it is best to do it when both software are installed on the SAME computer.
