Just downloaded and installed LR 6 and updated to 6.8.  Can't find the Pano/HDR option under the Photo menu.  Also, I there was supposed to be an AUTO balance under the crop option which is not there either.

Am I supposed to do something special to show these tools or was there a problem with the download.

I just looked at the About Adobe under the Help menu and it says Lightroom 5.7.1.  I know I downloaded the lr6.8 because I see it in my download folder.  I'm also certain that it was installed.

Which operating system?

Are you launching Lightroom from an existing icon on your desktop or in your Dock or Taskbar? That'll launch 5.7.1.

Delete any existing icons and ensure that you are launching the 6.8. executable. Create a new icon for it.

Lightroom stand alone version 6  updates only gets new camera support, new lens support and bug fixes new features are only included in the updates to Lightroom CC 2015.

New features that have been included in the updates from Lightroom CC 2015.1 to Lightroom CC 2015.8 are not included/activated in LR 6.1 to 6.8.

It is expected that these new features will only be included if / when LT 7 is released as a paid upgrade.

You can follow the details of what updates have been included in LR CC 2015 and LR 6 (perpetual lisensed version) at the link below.

The features mentioned by the OP, Panorama and HDR, are indeed in all versions of Lightroom 6.
