NR Not Being Applied On Export Or In Library View

This is what I see in the Develop section

Here is what I see in the Library section

And this is what the exported image looks like.

The develop image and the exported image look nothing alike, and it looks like the NR is not being fully applied. This happens to every export I do and its just getting really annoying. How can I fix this?
