Help, we are able to open a file someone else is has got open and are working on.

More than one person can open the same file at the same time. Which is a problem as they shouldn't be able to. We are using various versions of InDesign CC2015. We can't upgrade to 2017 as our editorial system doesn't work with the newer version.

No we aren't we do use a Plug in to place ads automatically but not everyone has a copy of the plug in as we don't all need it and it's only licensed to the design department not the editorial team. We've noticed that when a few people open a file, the idlk file is not created.
