Hey. I have not run photoshop. Gives an error message. Screenshot attached
It looks like you have an application called SafeIP which is causing an issue for you when Photoshop is starting. From what I can see - SafeIP hides your IP address online.
Have you tried stopping that program (or temporarily uninstalling) and retrying ?

if you have only a few cc programs installed
uninstall photoshop including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
restart your computer (don't skip this)
reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.
use the desktop app to install your cc programs/trials
if you have many cc programs installed
uninstall photoshop including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
restart your computer (don't skip this)
use the desktop app to install your cc programs/trials

If you are using Windows 10 open the reliability monitor (enter "Reliability" into the search box) and look for a red cross for a critical event at the time of the problem.
Click on it and look in the list for Photoshop.
Click on that event for details.
If the details mention Lavasoft then uninstall Web Companion / Adaware and you should be OK. If no,t then paste the details into this thread
