PS CC2017 can't open any file(s) after updates

I'm using Window 8 and I updated Photoshop from CC 2015 to CC 2017. Ever since then I haven't been able to open any files (JPEG, PNG, PSD, anything). This is how photoshop looks like now whenever I open the app. All black:

I've tried file-->open, dragging files into the app, or right-click JPEG files in mycomputer. Nothing works.

I have also uninstalled the app and reinstalled it a few times, and restart my laptop....

Any suggestions?

I restarted and re-installed multiple times.

This morning when I tried to launch the app again a page asking me to agree with the terms of use pop out. After I clicked agree the app works normally.
