Data merge only part of a document

I'm looking for a smart way to produce (a large number of) booklets with a frontpage, a TOC and multiple spreads with the same text in different languages.

How do I get Indesign to data merge the language spreads without copying the cover and TOC. Should I create these after the data merge?

I would make the Cover, TOC and anything else not directly part or the merge as separate documents, and use an InDesign Book file to combine them.
