Stressed Hardware Resources?

I'm finally investing time in Ch again, and can finally build a somewhat respectable puppet.

My latest is a "Rasta Man", who is sporting twelve dread-locks, all anchored and dangling nicely in my scene.  All other movements are smooth too.

But the mouth, which I've used before with a different puppet, looks like someone suffering a stroke in my scene. Is it VRAM maybe?

What exactly is happening? Is it jittery, not syncing up as expected, etc? Any puppets, screens or video you can share?
