Interior image location relative to outer image on resize

Hello,

I'm stuck on why I can't get something to work.

I have a page with a graphic in the top left corner of it.  As the wage widens or narrows, that graphic appropriately resizes.  I have another, smaller, graphic on top of that graphic (essentially a button), but as the browser resizes it floats separate of that image (but does resize appropriately).

How would I get that interior image to remain in the same location relative to the outer image?
