Can't find a tool I don't know the name for

There is a tool that allows one to mask an area that

1. has a center point for the mask
2. a line above and below that indicate the beginning of the unmasked area
3. and a line above and below the lines mentioned above (2) that define the feathered area
4. these lines are adjustable
5. looks a lot like the tool for tilt-shift blurring

I don't know the name of this tool and I can't find it in PS. Does anyone know what I am talking about and how I find this to use it?

I'm wondering if you're looking for Refine Edge which has been replaced by the Select and Mask space. Here's a thread that talks about the switch Where is refine edge?

No, but thank you Myra and Deric. the "lines" I refer to are parallel that run all the way across the screen. The can be rotated at any angle. SIMILAR BUT TO GRADUATED FILTER IN LIGHTROOM but can ally to any filter or fill layer, not just as a neutral density filter, and with the additional level of adjustment

Are you thinking of the graduated filters in Camera Raw?

Maybe the: Select > Color Range.

It sounds like you have just described either :

1. The Graduated Filter in camera raw. It only masks the adjustments you then go on to make in the associated adjustment panel

If so, go to Filter - Camera Raw then pick :

2. The application of a gradient to a layer mask. Click on a mask , then use the gradient tool

Similar but It can be applied to an adjustment layer. Maybe I am confused and am mentally lumping the tilt-ship and the graduated filter in my mind to a single tool.

You can use the Gradient tool (G) on a mask, but you can't move it around like the Graduated filters in ACR.
