When I delete my rejected photos, the develop screen freezes up and I need to reboot to continue.
Are you deleting images in the Develop module? Try switching to the Library module > select one of the rejected images and if that works delete the rest.
To build on cmgap's reply, this is a known bug introduced in LR CC 2015.8 / 6.8: Lightroom: Image stuck in Develop mode | Photoshop Family Customer Community . Until it is fixed, the work around is to delete rejected photos from Library rather than Develop.

Please add your me-too vote and details of your issue to that bug report in the official Adobe Adobe feedback forum. Even though Adobe has acknowledged the bug, that doesn't mean it will be fixed in the next release. Adding your me-too vote and details will make it a little more likely they'll prioritize a fix.
