Mask and Declection tools not working

Dear Team

I got some problem on mask and secretion tool

after i quick select some part of picture then going to mask and selection future.

then on the bush or refine not working noting effect , please advise.

The only problem I seem to have is I don't like the tool and the brush tool tips do not pop up the workspace and brushes seem to work. Windows 10 CC 2017

Maybe you are working on wrong (not e.g.. backpack) layer?

In this case just return to Photoshop work area. Use Quick Selection Tool (W) and select your backpack using variable seize of your tool. Use [ and ] brackets to change size. Then go to Select and Mask panel and using sliders on the right adjust your selection. You don't need to use Refine or brush tool in this example
