How do I install the codecs for QT, etc?

Read what it says at the bottome "More formats in AME" (Adobe Media Encoder). It means what it says. Adapt to the new times.

That's grayed out. And AME is crashing; but freshly downloaded.
Ive never used AME directly. Can I not just render out of AE?

There's a reason why this has been moved to AME. Beyond that nothing stops you from rendering an image sequence and converting it externally. The rest we can't know. You haven't provided any system info.

Both downloaded yesterday. Uninstalled and reinstalled AME. Still crashes.

When I try to import one AE Project with one composition with NOTHING in it (black frame); it hangs on import as shown.

Video codecs should be there in After Effects. They're there for me (along with AVI and others) and one of the touted new features of AE 2017 was (and is) native quicktime support. There is something wrong that you are not seeing them. I can't say what the problem is, only that they should be available in AE. If you do not get any further help here you should probably contact Adobe support.

Both AME and AE (latest version) downloaded again just now, both launch and hang for 5-10 MINUTES before opening. Then neither of them seem to work properly. AE will not render to AME, nothing happens. AE does not have the video codec to render itself a video out. What is happening? Can I get an older release maybe that will work!

Click the adobe logo in the upper left of your screen to go to your homepage. Then click the "contact us" link under the support section. You should probably stop uninstalling and reinstalling. Adobes softwares are not very stable.
