Unfortunately, i don't have an answer as of yet, but it's the same way on the mac side.

Photoshop cc and cc 2014 seem to ignore the the interface ui color of the said photoshop cc or cc 2014 and open camera raw 9.8 using Medium Grey ( the icon third 2nd fro the left in the photoshop interface color theme)

On the other hand photoshop cc 2015, cc 2015.5 and cc 2017 use the same ui color in camera raw 9.8 as the parent photoshop is set to.

Bridge cc, cc 2015 and cc 2017 camera raw 9.8 seems to follow

i have read here Camera Raw 9.5 now available  the adobe blog

Your color scheme within Camera Raw will mimic Photoshop and Bridge, and you can change your color scheme by visiting the interface preferences within the host application.

about 2015 and up it works , but cc 2014 doesn't work my photoshop color theme is set to the most dark

but camera raw is light gray

why?
