LR 6 develop module problem

Hello,  I installed LR 6, from a disk not CC, and when I switch from the Library Module to the Develop Module neither of the two panels appear on the left and right of the image.

Press the tab key, or click on the little triangles down the left and right sides of the develop module workspace. If you click on those triangles twice then the panels will stay open.
