Can't access plug-in on cs6

I'm trying to add a 3rd party color wheel plug-in called Painter's Wheel, but even after I've followed the instructions, I still can't seem to access Extensions under the Window bar.

Did you copy the folder to your CS6\Plug-ins\Panels\ folder or did you create a Panels2 folder and copy it in there like the readme file stated?  Copying it into Panels folder seems to work so I did not try creating a panels2 folder and copying it into there.
