can I move a downloaded version of photoshop elements 10 from my old computer to a new computer

You can download from Download Photoshop Elements | 15, 14, 13, 12, 11, 10

Install then enter your serial number.

I have windows 10. I tried that but after it is downloaded, I cannot install. Not sure what I am doing incorrectly.

After it has downloaded, I have no idea how to open it.  It asks what app I want to use to open and from there I am lost.

For Windows  you download two files: a .7z file and a .exe  file.

Don't touch the .7z file. Double click the . exe file and follow the prompts.
