I can't seem to find a way to link an interactive PDF into another InDesign document and maintain all of those hyperlinks when exporting to a new interactive PDF.

Any ideas?

Are you trying to place an interactive PDF and expecting the interactivity to work in a newly exported PDF? If so, it won’t.

There is a better way. Just combine them in Acrobat.

It becomes overly complicated if I do that. I have buttons and other elements in the new layout as well and it's an 80 page document.

I'm copy and pasting from one into the other now. Not ideal, but it'll work.
