Create popup for part of a picture

I've inserted a graphic in my topic of a toolbar for our product. It's one graphic that shows all the different items you can click on (a typical toolbar) I want to be able to have a user click on or roll over one part of the pictures (like on a tool bar when you roll over a paper clip it says insert file) and have the definition pop up. I keep trying the Image Map but that wants to connect to a topic and I just want a simple definition to pop up in a window. Any suggestions?

Try inserting the pound/hash symbol ( # ) where you would normally supply a hyperlink. Once you do that, RoboHelp should be happy. If your user clicks the hotspot area, all that should happen is that the page should reload.
