I have a well-known problem, this is error 16:
When the installation finishes Adobe Photoshop CC 2017 18.0 I get error 16.
The problem is that when I download the adobe application manager I get the same error
Does anyone know how to solve it?

What is the OS you are using? Windows 10 or OSX 10.12.3 for example.

Try this Configuration error in Adobe Creative Cloud and be sure to restart your PC when finished.
