I have been using the mouse to achieve this, but is there a shortcut that can select all the keyframes for a given layer? If yes, what is it?

You can simply click on the property name on the left. This selects all keys of a property.

Pressing U reveals all of the keyframes a layer has.

But, I don't think there's a keyboard shortcut to select them all.

As Mylenium says, you can click the property name to select all of the keyframes for that property. And you can shift+click to select all of the keyframes for a whole set of properties.
