Justify text box with text wrap anchored object

I have several paragraphs each with an anchored object with text wrap (think real estate listings) and want the text box to justify vertically. I have tried to do this and the result is no different from having it top aligned. Is there a limitation with text wrap objects, even though they are anchored?
