Why can't I edit a Template I got from Adobe Acrobat?

I downloaded a template that was already made on Adobe Acrobat for a membership form. I made all the changes and added the information I needed to the form. I saved it to my computer. However yesterday I hoped it back up to make some more edits to it and add some additional information. It will not let me do this as it says it is a secured document and edits are not permitted. Is there a reason for this? Are all templates going to be like this? Is there anyway to get the security off so that I can edit this form?

TIA

When I checked it says no security, but it still won't let me edit it.
