Lightroom inconsistent install

I have installed Lightroom CC on a laptop and a desktop, both windows based. The desktop did have an earlier version of Lightroom, but I uninstalled prior to the CC install. In the develop module, the laptop has an effects module and a transform module, but the desktop install does not produce these. Anyone got any ideas.

CC2015.8  and  v6.8 'Stand-alone'-  are the exact same program.

The way it 'works' (the options available) depends on how you sign in. The desktop has apparently remembered the sign-in for the (now un-installed) stand-alone options.

Have you signed in from the Creative Cloud Desktop App? and then started Lr from the [Open] button in the App?

(I am not an expert on install problems so search more if the 'App' suggestion does not work.)

Sign in and sign out to activate or deactivate Creative Cloud apps

Thank you. Had to load the manager, but when I did it provided an update, and when I opened lightroom the missing module was there.
