Floating image when using healing tools - how stop this response?

When I select spot heal or healing brush the and move onto the image the tool causes image to move as if I had the move tool. Cannot get it to remain still and cannot use spot/heal tool. Is some setting wrong?

Open the Clone Source panel, and make sure that Clipped is checked.
