One way to do this.

  • Duplicate the background layer.
  • Select the band.
  • Convert the selection into a layer mask to isolate the band.
  • Image > Adjustments > Black & White ("Lighter" preset)
  • Add a new color fill layer (ed2939) and clip it to the band layer.
  • Set the color layer's blend mode to multiply.
  • Delete the layer mask

At this point, you'll notice the highlights are too saturated.

  • Turn off visibility of all but the band layer.
  • Go to the channels tab.
  • Duplicate one of the channels and turn off other channels

Use the little camera icon to upload the picture (here in the forums, via email won't work). We'll need to see the picture to offer relevant solutions.

  • Go to the channels tab.
  • Duplicate one of the channels and turn off other channels' visibility.
  • Use curves directly on the dupe channel to increase contrast.
  • Hold Ctrl/Cmd and click the channel thumbnail to make selection.
  • Ctrl/Cmd + Shift + I to invert selection.
  • Delete the dupe channel
  • Activate RGB channel group again.
  • Layers tab - activate hidden layers
  • Select color fill layer and turn selection into a layer mask.
  • If needed, decrease layer mask's density and duplicate fill layer.
  • On each color layers' mask, use a black brush to remove color from any edges or other areas which should not be red.

This won't be perfect, but it should get you close.

Do you mean the white background color?  If not, which color are you hoping to change to red?

The idea is to select and mask the paracord, paying close attention to details.  Then apply a Color or Hue/Saturation Adjustment Layer to the paracord selection.
