Hello,
I tried to install the trial version but the installation didn't proceed at 63%. It was installing: microsoft visual c++ 2015 redistributable package (x86).
How can I solve this?

The only thing I can think of without more information is that you might not have enough disk space.

What operating system?
If Windows 7, is SP1 installed? Is it 64 bit?

How much disk space do you actually have? "Enough" is a pretty relative term.
And when did you last defrag? Fragmentation can make even a lot of space unusable.

Actually, if you could volunteer everything there is to know about your computer it could help. Answers here come from users, not Adobe, that pop in and out. Questions can be asked one at a time and it can take days. On the other hand, with enough information somebody may spot the key item.

I've about 119 gb free disk space(ssd). Specs pc:
-cpu: intel pentium dual core e5300
-video card: asus gt 720 2 gb
-memory: 4 gb
-os: windows 7 64 bit

Do you have Service Pack 1 for Windows 7 installed?
It won't install or run properly if you don't.

Your processor is also a pretty low-end processor and may not be able to support Premiere Elements editing.
As you can see by this chart, your processor rates a 1500.
I'd recommend at least a rating of 5000-8000.

Maybe or maybe not. Premiere Elements installation is not a unique process. It routinely installs without trouble. The likely problem you're having comes from the computer and not the software.
I think the primary point in this topic is that, even if you get it installed, it won't run well enough to be a satisfactory editing experience. Hardware troubleshooting via "forum chat" is frustrating. An alternative is to got to Adobe's chat support services. They have the ability to remotely run you computer and may be able to find the issue.
Do you need a link to the Adobe chat support?

Could you try to install microsoft visual c++ 2015 redistributable package (x86) from
https://www.microsoft.com/en-in/download/details.aspx?id=48145
Once this runtime has installed, restart computer and try installing Premiere Elements 15. Please let us know your observations.
