i want to buy Light Room but confuse.

Please tell me can i edit/cut pictures like Photoshop CC

so can i paste in any views etc.

if there are 2 person in a picture so can i cut one person picture like Photoshop in the Lightroom ?

OR need to use another software. I feel that in Lightroom we can only refine pictures.

Lightroom cannot do what you want, you need Photoshop for that kind of work.
