Why can't I export from lightroom 6 on my PC. Windows 7?

Instead of exporting it says, unable to export source files are missing or off line.

LR need to have access to the original files to be able to export, no matter if they are RAW or jpg.

I suspect you see questions marks on folders in the library and/or exclamation marks on the images.
