Changing a color on one section not possible?

I've tried but maybe I'm doing it wrong?

You can try changing the color balance selectively with an adjustment brush, but you will never get the result you want. Photoshop is the right tool for this job, not Lightroom.

I agree with  Theresa J PS is a better tool for this purpose. But it is possible in LR with a little more effort. Use the LR Adjustment Brush with a combination of WB and Color settings to obtain the hue you want to paint. Use Exposure and the other controls to adjust the saturation and brightness. You can also save each color's settings as an Adjustment Brush preset as shown below.
