Adobe Elements 13 Won't Fully Open

I click on the Desktop Icon, the program Start Screen comes up, I click on new project, NOTHING.

Windows 10 system,am d the program worked about a week ago.

Are you opening the Organizer?  Or are you opening Premiere Elements directly? 

I no longer have 13.  Can you post a screenshot to jog my memory of the "Start Screen"?
