Design plan doesn't match live preview

Hello,

I am a new Muse user and I am find it to be a little difficult to use.  When I review the design in "Preview in Browser",  the items do not appear/align as in design mode.

At times while designing, I have to align/place of items by trial and error.  There is a light blue double horizontal line across the design.  Can you tell me what this is?
