Radial Filter

My radial filter does not do changes to a specific areas inside of the circle when I choose (invert mast unchecked) nor to the outside areas of the circle when I choose (invert mask checked). It makes a change to the whole picture. Does anyone else experience the same issue and possibly know how to troubleshoot? Thanks.
