Video coming in as black and white but in RGB/8 yet native video has color.

I have a video recorded in OBS .MP4 in color. It views in color.  Most of the video is coincedentally gray but there are parts with color.

This video is coming in to Photoshop like every video has for years as an RGB/8 and what seems very normal. Only it has no color.  All the color parts are grey now. And when I export it stays that way as well.

How do I fix this?  I see no settings inside photoshop to fix it and at this point my best assumption is there is some sort of photoshop assistance thing upon opening the file where it is assuming the video has no color - which you would think would make it not RGB/8

So far that I can tell so far it is the codec.  I don't know much about codecs though or that it could cause that problem.
