Startup Lightroom

Concerns:

Lightroom version CC 2015.9 [1.10692 million]
License: Creative Cloud
Operating System: Windows 7
Version: 6.1

When I want to start Lightroom I get a window with the message: "Server is busy".

I can choose from three buttons: start, again and cancel. Only the buttons activate and again  are active.
After many times pressing this buttons and closing cross, this window/screen disappears and Lightroom is active.
I don"t want to see the screen "server is occupied" any more and start immediately with Lightroom.

What should I do???
