hi, all... I am working with CC Vector Blur but I am having the issue to find composition option in it.. anyone has an idea how to catch it
That version of After Effects does not have the feature we are discussing. This feature was added in CC 2014 (After Effects version 13). You will need to update if you want to use this feature.

actually, there are some sub-option in effect panel so I having a problem to find composition option to reduce the opacity of the effect

Vector blur doesn't have these options. You have to work with duplicate layers.

You press the plus button to add compositing options to your effect.

What version of After Effects are you using? Compositing options were added fairly recently.
Anyway, compositing options are here in the timeline panel:

If you are on Windows, go to Help>About After Effects
If you are on Mac go to After Effects>About After Effects
That will tell you the full version number. It should start with a 13.

Since you have Creative Cloud, why don't you update to the current version so that you can have access to these features?
