Would anything like this be possible to create? I'm working on a campaign video and need the scene to be paused while the camera is moving.

Search the web for "time slice" and "bullet time". Plenty of info on that, including the original "The Matrix" making-ofs.

...and I hope you have a LOT of identical cameras at your disposal. 

In that brief shot, I estimate there were about 50 of them used.
