Intermittent unresponsive mouse issue when using move tool [OSX Sierra]

I have a strange problem that seems to occur often, but I'm not quite able to describe steps to reproduce it.

When using the move tool, not dragging anything but just mousing around the document, Photoshop CC gets into a state where the mouse is very unresponsive and mouse cursor is moving around with a lot of jitter

This can be fixed by tabbing to another document, or switching out of the programme and back in again. But it happens really frequently and is super annoying.

Running Mac OS Sierra on  MacBookPro11,4  (Retina, 15-inch, Mid 2015) 2.8 GHz

Right-click on the Move Tool icon in the top left of the Option bar and select "Reset Tool",

If that fails, reset your Preferences.
