How to add a mask created in first keyframe to all keyframes in after effects ?

Mask paths are by default not animated and propagate throughout the entire duration of the clip as they were created. Therefore I'm not sure what you are asking. In any case, sounds like you might need to read the AE help. This is basic AE stuff.
