Duplicate Images in Root Folder

I had images that I was storing in the project folder, not the Image folder. When I delete them, they always come back into the root folder and show up in my Generate report as 'not compiled'. I have went through each one and removed the read only status and they still come back. How come?

There is no "Images" folder to which images are stored. Normally all images are stored in the project root folder and RoboHelp HTML simply lists the images that are part of the project in the "Images" psuedo-folder. It's simply a way to categorize project resources.
