WinTab?...And Windows Ink API?
I can say that when this happens, or when it slowdowns PS or illustrator, if i press Windows + Tab for the Flip 3D tabbing, it gets fixed but for a few secs.
When this happens too, it makes sometimes my Selection Tool from the desktop to lag as hell...Using the above method works

When using the mouse, wich i rarely do, no, it doesn't happens
Working resolutions i work with are 3500x3500 , vertical, no artboards (HATE THEM!)., resolultion 72 pixels or whatever.
