Photoshop CS6 Will not open once installed

I have installed the complete Adobe CS6 Design Suite but Adobe CS6 refuses to open.

When I do click on Photoshop to open, the following error window appears:

'Could not open a scratch file because the file is locked, you do not have necessary access permissions, or another program is using the 'file'. Use the 'Properties' cammand in the Windows Explorer to unlock the file'

I have tried closing and restarting my PC, however none of these options seem to help.

Any advise?

Jeff Tranberry's Troubleshooting guide covers permissions issues

If you don't get a result from the guide, we need to know what operating system you are using, and where your installation files came from.  (original DVD?  Downloaded from Adobe? etc.)

Thanks Dennis.

I bought this software and therefore installed it directly from the CD provided.

It is called 'Adobe Creative Suite 6 Design & Web Premium'.

I am using a Windows PC and this software is suitable for Windows.

I have had it installed on my laprop for a while and now decided to install it on my PC.#

It does say clearly that the software can be installed on up to 3 systems.
