CAN NOT apply master to first three pages?

I have tried everything and can't get this - I'm on indesign cc2017 latest version and i have three masters in a business plan i am doing

i have been using indesign for over 10 years and don't remember running into this before

i even tried using save as .imdl and opening up with CS6 - can't do it

my masters apply to page 4 on perfectly - am I missing something here?

What happens when you try? There a few ways to assign masters, so what steps, exactly, are you taking?

A screen shot may help us. Can you show a picture of the screen with the Pages panel open (so that we can see the masters and body pages)? Use the button outlined in orange below.
