Is it possible to crop a PDF and terminate all graphics outside the cropbox, just not hide everything outside the cropbox?

Yes but you need to use redaction...
Either use it with the crop tool and then select everything hidden by crop and apply redaction or just use redaction on its own.

Yes, it's possible to do it using the Redaction tool, as mentioned. I've also developed a tool that does that for you automatically:

Does this script handle vector graphics both inside and outside the pageboxes as well?
For example i have a vector box that bleeds.
