I assume you are on Windows.
In the editor:
There are two sizes: 100¨% and 200%. By default, PSE15 chooses automatically what it does consider the best. You can choose manually from the menu Edit >> preferences >> Display and cursors.
If you are not happy because you'd like 150% you have a small display wich is not 'standard' resolution nor 'HiDpi' resolution like 4k.

In the organizer:
The above choice is not available, but you can set the font size in Windows to 125, 150 % in the display preferences. That applies to other softwares in your computer, which is generally a good thing.

That menu option does not exist on PSE15. Program is unusable with tiny font size of menus and no ability to change.

That's not an Elements option, that's an option of your OS, Windows.
Ignoring Elements, you can set your display resolution to a more realistic (and lower) resolution than your native HiDpi one or set the fonts/menu items as described above. It's a Windows feature.

Changing Windows font size has no impact on Organizer fonts. No obvious way to change. Using "use system font" checkbox does not resolve.
