Order tool not working correctly with screen reader

I just encountered this yesterday for the first time, the PDF I was checking had a different order then what the NVDA screen reader was actually reading. Does this tool no longer work?????

Provided that the PDF has Tab Order set to "Use Document Structure", NVDA should read the content in the order specified in the Tags pane. I have yet to find a use for the Order pane.
