I understand that you are getting billing error while using your CC apps.

I would suggest you to check whether your payment has been processed or not. Please update your card details in your admin console Update the credit card for your Creative Cloud account

If you still get the same issue then I would suggest you to Contact Customer Care . You will be helped in this regards.
