I've not been able to find a way to anchor a frame with linked text.
Is that really not possible in InD?

You can anchor any frame (including text frames) using the techniques shown here:
Work with anchored objects in InDesign
By "linked text" do you mean the text is linked to a Word or Excel file? It's in a text frame so you would use the techniques explained above.
If I'm missing the point of the question, please come back and elaborate. Screen shots are also helpful to explain what you are need.

I think you are trying to anchor threaded text frames. Indesign doesn't let you anchor threaded text frames, instead you can group both the text if your purpose is resolved by this. The following forum thread might be helpful :

don't think so.
I guess Ken is referring to the feature behind:
Edit > Place and Link Story
These links are internal links.
As soon as you anchor such a text frame the story is not linked anymore.
No problems with stories that are linked to files.
